Xiangshui Union Thermal Power Co., Ltd. is located in the Xiangshui Coastal Papermaking Industrial Park. The eastern side of the plant area is currently vacant planned industrial land, the western side is adjacent to Provincial Road S326, the southern side is vacant planned industrial land, and the northern side is close to the 220 kV Defeng substation. The total investment in this project is 319.8 million yuan, with environmental protection investment of 53.2 million yuan, accounting for 16.6% of the total project investment. In March 2012, the Environmental Impact Assessment Report was completed by the Nanjing Environmental Science Research Institute of the Ministry of Environmental Protection. In March 2012, the Jiangsu Provincial Environmental Protection Department, in document number SuHuanShen[2012]60, approved the Environmental Impact Assessment Report for this project. The construction of this project started in April 2011, and the first phase of the project (2 sets of 150t/h high-temperature and high-pressure circulating fluidized bed boilers and 1 set of CB25 extraction-back pressure steam turbine generator units) was completed in May 2013. In May 2013, it was approved by the provincial department for trial production of the first phase.
